Rhodomyrtus tomentosa

I am curious about these waist-high shrubs that I spotted growing at the side of the Changi Boardwalk next to the Civil Service Club. At first glance I thought it was the Singapore Rhododendron (Melastoma malabathricum) or Sendudok in Malay. On closer look and having taken enough photos I realised that they could be something else.
